What is the Investor Impact Charter?

The Investor Impact Charter is the first industry standard to support the development of impact finance. In March 2021, the Institut de la Finance Durable launched a working group dedicated to impact finance, at the initiative of Bruno Le Maire, then Minister of the Economy, Finance and Recovery, and Olivia Grégoire, then Secretary of State for the Social, Solidarity and Responsible Economy.

Following this work in the marketplace, the Institut de la Finance Durable (IFD) aims to maintain an internal working group dedicated to impact finance, in order to support its development and democratize the use of the tools developed. The Charter aims to encourage the development of a demanding and transparent impact finance sector, and to harmonize practices. The aim is to define a framework common to all asset classes for existing or new funds wishing to call themselves ‘impact’ funds. In concrete terms, a management company wishing to designate its fund as an impact fund will have to sign the Charter and assess the fund(s) concerned using this impact potential assessment grid.

At this stage, ‘impact’ funds must obtain a minimum score and validate 12 qualifying questions. The Charter sets out the principles to be respected in order to be defined as an ‘impact fund’, in line with the Place definition. Its 3 pillars are central: intentionality, additionality and impact measurement. The Impact Investor Charter commits signatory funds to applying the grid.

Grids for assessing a fund’s impact potential

The grid provides the operational tool enabling the Impact Investor Charter to have the necessary robustness and ambition. In 2025, the minimum score required is 60 points. In addition to this minimum score, funds must answer 12 qualifying questions. At this stage, there are 3 versions of the generic Grid for assessing a fund’s impact potential: for listed assets, non-listed assets and real estate assets. Work is currently underway to develop an additional version for private debt.
